Should residents be allowed to sell and distribute parking stalls as they wish? Currently it isn't difficult to rent an extra stall and sell it at your own discretion. Sure it's an extra bit of cash in your pocket, but will this just lead to further break-ins? For instance if you are a resident who decides to sell a stall and moves out with out getting back the swipe card, the only penalty is that you will not get your deposit back on the card. The card will remain in the hands of an unknown and will continue to be in use. With the recent spike in break-ins occurring in the parkade I don't believe that this is the solution to the problem, but I do believe that better regulation in the parkade is a step in the right direction. Let me know what you think, your input is extremely valuable!

technically speaking, i know some owners actually have the land titles to the parking stall they are assgined to, therefore i do not know how condo can board can stop the owners selling them or renting them out.

Actually, all condo owners have title to their parking spots (myself included).
And, just so everyone is clear, Tom Awesome is not currently a member of the condo board, although he is a member of the security committee.
That said, you are correct. The condo board cannot do anything to prevent owners who wish to rent their spots out from doing so. That proposition would have to be voted on by ALL residential members and passed by a 75% majority (residents and unit factors) to be mandated as part of the by-laws in order for the condo board to be able to enforce such a rule.
But, with that said, Tom is not incorrect. Random people having access to the residential side of the parkade (and those described under the circumstances highlighted by TA) are a major detriment to the overall security in the parkade. You wouldn't move into a new place without changing all the locks, would you? The same principles apply, albeit in the parkade. As residents, we should care more about the overall security of our building and that of ourselves and neighbours, rather than any potential revenue stream we can create via an unused parking spot we may possess (and I say this knowing full well that those of a conservative bent, who may disagree, are more than likely the very same people who wouldn't claim such revenue on their tax returns, it being an uncontracted and under-the-table cash transaction). The cost of repairs to our automobiles outside insurance or that of the deductibles to everyone who has had their car tampered with bears witness to that fact.
The above mentioned debate (which could easily be highly politicized) is why the board has been looking at alternate means of securing the parkade which would not infringe on any owner's ability to exercise their rights as capitalists. How successful we will be at doing so, however, only time will tell. But increased security in the parkade is one of our highest priorities.
Restrictive Covenant
I realize that is an old thread but there is a restrictive covenant on the parkade stalls. It's rather long document but basically it restricts the use to residents. Renting to non-residents is restricted. Not sure when it was applied but you should have seen it when you purchased the property.

i mean the parking stalls themselves could be bought and sold by their respective owners, however i've not heard anything to that tune.
Parking Stalls for sale?
I agree there should be better regulation in the parkade but I think the key is getting rid of the teenagers and homeless guys who are causing trouble in and around the building. Since I've moved here from downtown Toronto, I've had my car window smashed, saw a police officer chase a man at City Centre, saw a bunch of homeless girls beat up each other in the middle of a road, and saw teenage punks pissing at random places and threatening me. All this in the span of 3 months. I agree downtown Toronto is no angel but I have never witnessed these many incidents in such a short period of time.
I think the problem also is some residents who acutally are drunk and ate a bunch of chicken wing bones one day and whipped it onto the elevator floor and lobby.
I do believe the building has security staff onsite and I do think they do patrol the area if I"m not mistaken.
