Water Hammer

There appears to be a water hammer problem in the pipes directly above my unit. It is a loud banging noise which disappears after 15-30 seconds. At first I thought it was a insane neighbour who enjoys hitting walls for fun but after listening to the walls, I determined it was from water and found out online that it is a water hammer issue.
I just wanted to find out if any other people have been experiencing this kind of problem and if this water hammer issues are related to the water shut offs every 2-3 weeks. I am assuming they have to shut off the water in order to install a hammer arrestor of some sort???
