Last night I put a Cup of Water outside my door. Checked this morning, and the top was frozen. Can the vents going outside be closed at the end of the hallway? Would enjoy not having to put blankets around the sides and base of the door to my unit to keep the Cold Air at bay.

I actually think its a good idea to have the vents going outside 'open'. The halls can get kinda stuffy so fresh air is always welcome. Personally the colder air is good too since I seem to prefer winters over summers ... hence why I moved to Edmonton. I think you should prefer the vents open... you always talk about the marijuana smoke and hash smoke.
I also don't think its possible for a cup to be 'frozen' due to the hallway 'cold air' since the temperature of the building would never approach 0.
FYI, I'm staying in the building. The new place at Grand Central didn't work out and had an annoying 24 hour elevator chime and pipe banging every hour on the hour that sounds like a teenage punk's bass music. There's no garbage chute on each floor and there is no parkade so you can expect your car to be 'frozen'. I concluded, I can't be wearing ear plugs 24 hours a day ... at least in Capital Centre, 99% of the time it is smell free and quiet.
