If you want to mitigate water damage from the heating system, monitor the flow of make up water to the boiler.
The makeup water flow should be basically zero unless the heating system is compromised.
If the make water flow excceds a set point, (ie. more that a 2 litres of water/minute for more that 2 minutes) shut the boiler down, stop the make water flow and shut down the pumps until the issue can be investigated. You could even trigger an alarm and send a text message to the property manager.
You'll still have some cleanup and repair issues to deal with, just not as much.
This might seem expensive, but it's not, and it would be subtantially cheaper than clean up costs/repairs/litigation/wasted manpower etc. that will accrue from an uncontrolled flood.
